Splotter is a Dutch company set up by a group of games enthusiasts to publish the games they devised. The first few games were quirky and fun games and took about an hour to play. This changed with the arrival of Roads & Boats in 1999. This is a monster game in many ways and was an immediate hit with gamers around the world.
