Paris: La Cité de la Lumière
Paris: City of Light is how I translate the title and streetlights play an important part in the game. It's also a game of two halves, the first part setting up the board for the second. Though it's perfectly possible for your opponent to wreck your preparations when it comes to actually playing the second half.
The aim is to get your buildings onto the board (carefully contained within the game's box) so that they are illuminated by Parisian streetlights. However, you can only put your buildings on cobbled areas in your colour – or neutral. Hence the importance of the first half, which is when you lay cobblestone (and streetlight) tiles and grab buildings. But it's only in the second half that you score points and it's so easy to come unstuck!
I really enjoyed this game when I played it at Spiel '19 and it looks pretty as well. I know have the Eiffel expansion.
